In Fusion 12, I was able to update 10.11-10.15 to 11.1.5.22735 (build-16724464). 10.10.and 10.9 showed Update, but I still had 10.0.12.2406 (build-14792880) after the reboot. ???
Recent versions of VMware Tools only support macOS El Capitan (10.11) and later. If your guest is running an older macOS version, an older version of VMware Tools is installed instead.
The tools update mechanism is no longer helpful for macOS Yosemite (10.10) or earlier guests, because it sees a newer version is available, but if you try to install it, you end up with the same older version, and still get told a newer version is available.
